The County Executive serves as Chairman of the Warren County Legislative Body. As Chairman, the County Executive is a nonvoting, or ex officio, member of the Legislative Body. The County Executive also serves as an ex officio member of each committee within the Legislative Body.
The Legislative Body of Warren County, Tennessee is composed of 24 members, with two commissioners representing each of the 12 commission districts. Citizens are encouraged to communicate concerns to the commissioners representing their respective districts. These concerns are then submitted to appropriate committees for review before being presented to the full commission for consideration.
One seven-member and nine five-member committees deal with issues related to specific areas of county government. The committees are:

- Policy & Personnel
- Safety & Beer Board
The office of the County Executive prepares the dockets for monthly meetings of the Legislative Body of Warren County.These meetings, commonly referred to as County Court meetings, are held at 6:30 PM on the 3rd Monday of every month in the Courtroom of the Warren County Administrative Building. The County Executive's office works closely with County Attorney Larry Stanley to ensure that proper research and preparation is given to all resolutions and business presented on the monthly dockets.
The County Executive is considered the chief financial officer for the county, and in that capacity he is instrumental in preparation of the annual county budget. Final approval of the budget is the result of a very involved process that begins with individual committees reviewing budget requests from department heads. Following committee approval, departmental budgets are submitted to the Budget & Finance Committee for review and approval. Finally, after all departmental budgets have been passed by the Budget & Finance Committee, the annual county budget is compiled and presented to the Warren County Commission for approval.
